     Virginia: At a regular meeting of the Council for the Town of Chatham, held at the Chatham Fire Station at 7:00 P.M. on December 14, 2009.

 

                      Present: Robert Thompson Vice-Mayor    

 

 Council Members: Roy Byrd, Alvin Crider, C.B. Cundiff, and Joe Rogers. Absent: Jim McDole and George O. Haley, Mayor

 

Attorney: Larry Gott.

 

     The Pledge of Allegiance and the Invocation was lead by Vice-Mayor Thompson.

 

     Council on motion of Byrd and seconded by Cundiff approved the Agenda.

 

The Vote: Aye: Council Members; Thompson, Cundiff, Crider, Rogers, and Byrd.

 

     Vice-Mayor Thompson recognized Scouts Justin K. Mundy and John G. Mauger in attendance for Citizenship in the Community Merit Badge.

 

     On a motion by Rogers seconded by Byrd council approved a public hearing for 6:15 pm on April 12, 2010 on the Planning Commissions Comprehensive Plan recommendations.

 

The Vote: Aye: Council Members; Crider, Cundiff, Thompson, Rogers, and Byrd.

 

     On a motion by Cundiff seconded by Byrd council approved the consent agenda including bills and salaries in the amount of $114,872.37.

 

The Vote: Aye: Council Members; Rogers, Crider, Cundiff, Thompson, and Byrd.

 

     On a motion by Rogers seconded by Byrd council approved the county installing a booster pump at the Medical Center to provide water to the new agricultural center north of Chatham.

 

The Vote: Aye: Council Members; Byrd, Cundiff, Thompson, Crider, and Rogers.

 

     Councilman Rogers discussed with council various grant applications to the Virginia Department of Health to study the Town’s water and sewer infrastructure. The purpose is to develop a master plan for future use.

Rogers continued by saying that the inspections of Cherrystone and Roaring Fork Dams have been received and reviewed by the state. Work may have to be performed on the spillways.

 

Rogers stated that he has met with County Administrator Dan Sleeper concerning recouping some of the costs on the dam inspections and other work performed. He said he expects funds to be forthcoming from the county and PCSA.

 

     Attorney Gott said that raising of the old streetcar is underway at Main and Depot. Mr. Whittle will restore the separate block building.

 

Gott said that he has submitted the Charter changes to the Department of Justice on changing the town elections from May until November under the Voting Rights Act. The Virginia State Legislature approved the changes at the current year session.

 

     On a motion by Byrd seconded by Cundiff council approved the police department hiring of full time officers Nathan Roach, Timothy Rakes, and part time officer Wayne Mayhew.

 

The Vote: Aye; Council Members; Byrd, Rogers, Thompson, Crider, and Cundiff.

 

     Councilman Byrd reported that Cruise-Ins are scheduled again this summer on the fourth Saturdays April through October. The Town may be asked to increase its financial support this year. Byrd will keep council informed.

 

Clerk/Treasurer David Cothran reported that the Revitalization Committee has met with the VA Tech team and Chairman Davenport has the project moving forward.

 

Councilman Byrd requested that the town open a new section at Hillcrest Cemetery as there are few surveyed plots remaining.

Robert Hanson said that the north entrance road into Chatham Burial Park needs to be paved.

 

     Councilman Cundiff asked committee chairs to submit capital expenditure requests for the 2010/11 budget to Mr. Cothran as soon as possible.
