     Virginia: At a regular meeting of the Council for the Town of Chatham, held at the Chatham Fire Station at 7:00 P.M. on January 11, 2010.

 

                      Present: George O. Haley, Mayor

 

 

 Council Members: Roy Byrd, Alvin Crider, C.B. Cundiff, Jim McDole, and Joe Rogers. Absent: Robert Thompson.

 

Attorney: Larry Gott.

 

     The Pledge of Allegiance and the Invocation was lead by Mayor Haley.

 

     Council on motion of Byrd and seconded by McDole approved the Agenda.

 

The Vote: Aye: Council Members; Cundiff, Crider, McDole, Rogers, and Byrd.

 

     Ben Davenport reported to Council that the VA Tech Beautification study proposal should be complete before the end of the month. He said that there remain questions concerning the scope of the project i.e. the walking trail. He added that the local garden clubs are currently working at various sites in town. The plan might not address all costs. His committee will meet as soon as the proposal is received to discuss the contract price and then present to council.

 

     On a motion by McDole seconded by Cundiff council approved the consent agenda including salaries, wages, and paid/unpaid bills in the amount of $126,643.63.

 

     Attorney Gott reported that he has sent the necessary documents to Mr. & Mrs. Walter Whittle for them to decide on the disposition of the property at the corner of Main St. and Depot St. He said that he expects the Whittles to be present at the February council meeting.

 

     Councilman Rogers reported that the waterline break on Court Place has badly torn up the pavement. Resurfacing of the street cannot be done until temperatures go up and the ground dries. The cost to date is $6k.

 

He said that the inspections of the Cherrystone and Roaring Fork dams are complete. They will be given to the contractor for submittal to the state. He said that he would keep council informed of the licensing process.

Auditor Stephen Gay reported to council the findings of the annual audit for fiscal year 7-1-08 through 6-30-09. He said that both the general fund and water and sewer funds showed positive cash flows for the period. Net income, including the effects of depreciation, is $134k for the year. Total debt is down $50k. He said that overall the town had a solid year. Their only criticism remains that the staff is too small for separation of duties.

 

Councilman Byrd requested that the Personnel and Police Committees meet jointly on 1-12-10 to begin the police officer selection process to replace retiring Police Lt. L. Wayne Mayhew.
