NOVEMBER 9, 2009

 

     Virginia: At a regular meeting of the Council for the Town of Chatham, held at the Chatham Fire Station at 7:00 P.M. on November 9, 2009.

 

                      Present: George O. Haley, Mayor

                               Robert Thompson, Vice Mayor     

 

Council Members: Roy Byrd, Alvin Crider, C.B. Cundiff, and Joe Rogers. Absent: Jim McDole.

 

Attorney: Larry Gott.

 

     The Pledge of Allegiance and the Invocation was lead by Mayor Haley.

 

     Council on motion of Byrd and seconded by Cundiff approved the Agenda.

 

The Vote: Aye: Council Members; Thompson, Cundiff, Crider, Rogers, and Byrd.

 

     Mr. Walter Whittle addressed council concerning his property at the corner of Main and Depot Streets. He said that the lot and old streetcar are assessed for approximately $7,500 and is not practical to restore. It is in the historical area of the town. He stated that the building is not safe and has outlived its usefulness. He asked that the town assist him in selling the property or razing the building. He said he prefers to sell it.

 

Attorney Gott stated that if the condition is as Mr. Whittle says that it is in violation of town code. Procedural notification should be sent to Mr. Whittle and his wife spelling out steps that should be taken.

 

Mayor Haley referred the question to the Properties Committee and Attorney Gott for a meeting with all parties.

 

     On motion of Byrd and seconded by Cundiff the consent agenda was approved by Council including salaries, wages and paid and unpaid bills in the amount of $115,748.11.

 

The Vote: Aye: Council Members; Crider, Cundiff, Thompson, Rogers, and Byrd.

 

     Councilman Rogers said that contractors have completed the cleanup of Cherrystone and Roaring Fork Dams satisfactorily. The State will require additional inspections and photos of all dam areas. He said that the Water and Sewer Committee would meet before the next council meeting to discuss and seek solutions to additional issues.

 

     Clerk Cothran reported that VA Tech has approved our application for assessment of the beautification project of the town. Tech has requested a meeting with the project committee on November 20, 2009.

 

Mayor Haley appointed to the committee Ben Davenport, Chair, John Friend, Betty Camp, Mary Lee Black, Calvin Younger, Jim McDole, Joe Rogers, and Bob Thompson.

 

Council on motion by Crider seconded by Rogers approved these appointments.

 

The Vote: Aye: Council Members; Rogers, Crider, Cundiff, Thompson, and Byrd.

 

     Police Committee Chairman Crider and Personnel Committee Chairman Byrd reported from committee that Police LT. Wayne Mayhew would retire on January 31, 2010. The town must begin a replacement search as soon as possible.

 

Advertising expenses were approved on motion from committee.

 

The Vote: Aye: Council Members; Byrd, Cundiff, Crider, Thompson, and Rogers.

 

     Mayor Haley requested that Councilman Joe Rogers serve as Council liaison to the Planning Commission.

 

     Councilman Byrd acknowledged the efforts of J.R. Gibson and the Classic Chevy Club for their hard work in bringing positive attention to Chatham with the monthly “Cruise-ins”. Byrd said that many thousands attended these events during the summer.

    

    

    

     Having no further business council was adjourned.
