SEPTEMBER 14, 2009

 

Virginia: At a regular meeting of the Council for the Town of Chatham held in the Chatham Fire Station, at 7 P.M. on September 14, 2009.

 

                      Present: George O. Haley, Mayor

                               Robert Thompson, Vice Mayor

 

Council Members: Roy Byrd, Alvin Crider, and C.B. Cundiff.

                 Absent: Jim McDole and Joe Rogers.

 

Attorney: Larry Gott.

 

     Council on motion of Byrd and seconded by Cundiff approved the agenda as presented.

 

The Vote: Aye: Council Members; Thompson, Cundiff, Crider, and Byrd.

 

     The entire work crew of the Town attended this meeting and introduced themselves and stated their job duties.

 

The Mayor and Council thanked each employee for their hard and productive work.

 

     Town Manager Mike Jones reported that 180 effected dam study property owners have been notified of the survey. To date he has had no feedback.

 

Jones said that he has approached the local post office to commemorate the Towns Christmas in Chatham with a postmark.

 

     Chief Marvin Wright said that the Chatham Police Dept. and the regional police academy are working to reach a reciprocal coverage agreement.

 

On motion by Byrd and seconded by Cundiff the minutes of the past months meetings as well as salaries and bills paid for the month of August in the amount of $242,336.72 were approved by Council as presented.

     Attorney Gott explained to Council the proposed charter amendments and code changes presented by the Ordinance Committee. The changes are related to moving town elections from May on alternate years to the first Tuesday in November. This would align the town with other national, state, and local elections. The code changes are related to the job duties of the town manager and director of public works and more clearly provides responsibility control over the police department. Other code changes govern landlord responsibilities for water and sewer usage. Council set a special meeting for September 28, 2009 to study the issues.

 

On a motion by Crider seconded by Thompson council approved a public hearing for the charter and code changes to be held at 6:30 pm on Tuesday October 13, 2009 at the Chatham Fire Station.

     On a motion by Thompson seconded by Cundiff council approved a bid from Matt English in the amount of $10,669. to clear Cherrystone Dam and a bid from Elton Cundiff in the amount of $10,500. to clear Roaring Fork Dam. These contracts are to clean up trees, brush and other surface growth.

     On a motion by Thompson seconded by Byrd council approved the appointment of Elise Finkner to the Planning Commission for a 5-year term to expire 8-31-14 and approved the election John Friend as Planning Commission Chairman.

 

The Vote: Aye: Council Members; Byrd, Thompson, Crider, and Cundiff.

 

     Mayor Haley discussed with council the decision by the Pittsylvania County Board of Supervisors to withdraw its offer to unconditionally deed the Chatham Elementary School to the Town of Chatham. The only reason given was that the town had waited too long in its decision of acceptance.

 

     On a motion by Thompson seconded by Cundiff council approved the town joining the Hazard Mitigation Plan of the West Piedmont Planning District.

On a motion by Thompson seconded by Crider council approved a Resolution commemorating the 100th anniversary of Hargrave Military Academy.

 

The Vote: Aye: Council Members; Cundiff, Thompson, Byrd, and Crider.

 

     On a motion by Byrd seconded by Cundiff council approved the sale and advertisement of excess equipment owned by the town. Bidders are to submit sealed bids to Bob Hanson.

     On a motion by Byrd seconded by Thompson council approved moving Kevin Dalton from P/T to F/T employment including $.50 per hour increase.

 

The Vote: Aye: Council Members; Thompson, Crider, Byrd, and Cundiff.

 

     On a motion by Crider seconded by Cundiff council approved aiding with the October 10 Chatham 5K Race by offsetting expenses in the amount of $500.00.

     On a motion by Cundiff seconded by Thompson council approved a Resolution honoring Catherine Motley Sours Overbey on her 100th birthday.

     Mayor Haley reminded council of the grand opening of the Chatham Nursing Home on 9-16-09.
