APRIL 13, 2009

 

     Virginia: At an adjourned meeting of the Council for the Town of Chatham, held at the Chatham Fire Station at 7:00 P.M. on April 13, 2009.

 

                      Present: George O. Haley, Mayor

                               Robert Thompson, Vice Mayor     

 

Council Members: Roy Byrd, C.B. Cundiff, Jim McDole, and Joe Rogers. Absent: Alvin Crider.

 

Attorney: Larry Gott.

 

     The Pledge of Allegiance and the Invocation was lead by Mayor Haley.

 

     Council on motion of Rogers and seconded by Cundiff approved the Agenda.

 

The Vote: Aye: Council Members; Thompson, Cundiff, McDole, Rogers, and Byrd.

 

     Town Manager Mike Jones informed council that the Stimulus Funds request for the Town is $2.8m for water system upgrades and other related projects.

 

Bids have been received on employee health insurance and the Personnel Committee will review for vendor selection prior to the May meeting.

 

Jones said that he will recommend to the Personnel Committee adoption of the model VML Personnel Policy Manual for use by town employees.

 

He said that he will meet with county officials to resolve the wastewater jail issue. He recommends the use of a screen to keep large items from passing into the sewer system. He, also, will discuss some form of restitution from the county for the work on the sewer line on Rt. 57.

 

     Clerk/Treasurer Cothran discussed preliminary budget issues for fiscal year 2009/10. He said that Finance Committee Chairman Cundiff has set April 21 as a budget workshop meeting for council.

 

     On a motion by Byrd seconded by Thompson council approved the consent agenda including paid and unpaid bills, salaries and wages in the amount of $98,782.86.

 

The Vote: Aye: Council Members; Cundiff, Thompson, Rogers, Byrd, and McDole.

 

     Councilman Rogers reported that the engineering contracts with Dewberry and Reynolds/Clark are in place. He said that he expects that water and sewer generators will be included in any stimulus funds granted to the town. The dam break analysis needs by started by June 1 and completed by August 15. Council may need to authorization initiation of the work this fiscal year though billing will not occur until after first of FY 2010.

 

 

     Councilman Byrd said that the Personnel Committee would meet April 15 at Town Hall to decide on a recommendation to council concerning employee health insurance plan and vendor coverage.
